In 1926, the slopes of Nui Lon had a large land area of about 10 acres called Vung May owned by a Vung Tau parish. On April 14, 1926, he transferred it to another Vietnamese with French nationality named Ve An. Ms. Ve An built a small house to bury her later when she died.

In 1962, priest Nguyen Minh Tri built a statue of Our Lady of Grace on the mountainside. The statue of Our Lady of Bai Dau was established by Bishop Le Van An on May 15, 1969 on the slopes of Big Mountain, 28m high above sea level.
The temple area was built in 1994, 38m wide and 49m long. The highlight of the holy temple is its shape like a sailing ship blowing in the wind next to the 27.5m high bell tower.
